  • Safeguarded Wharves on the River Thames - London Plan Implementation Report January 2005
    A report undertaken by the GLA on proposals for safeguarding riverside wharves in London. The report contains a detailed assessment of wharves along the River Thames and assesses their future potential as working wharves. This is a revised version of the consultation draft report published in April 2003.   • A managed approach to the night time economy in Camden Town: Research Study
    This report presents the results of an eighteen month joint study carried out by the London Borough of Camden and the GLA. It presents a detailed snapshot of the nature and extent of the night-time economy in Camden Town, one of London's larger town centres. It brings together data from a wide range of sources and identifies key issues facing Camden Town at night. The study helped LB of Camden and its partners identify priorities for action, and offers a useful model for other London boroughs to think about their own hotspots of night time activity.

  • Growth and regeneration in the Thames Gateway - Interregional planning statement August 2004
    The Mayor of London, the South East of England Regional Assembly and the East of England Regional Assembly have jointly produced a statement in response to the Government's sustainable communities action plan (published in February 2003). This statement sets out how the three regions will respond to the Government's growth agenda for the Thames Gateway and what is needed, by way of infrastructure, investment and community facilities, to support that growth.

  • Industrial and warehouse land August 2004
    The London Plan seeks to ensure that enough development capacity is available to meet industry's genuine needs but that surplus land is put into more effective use, especially for housing. This study is designed to inform the way in which broad strategic policy is interpreted locally. It is a key input to the Mayor's Supplementary Planning Guidance (SPG) on Industrial Capacity and his forthcoming Sub Regional Development Frameworks and draft SPG on Housing Provision.

    It provides a detailed assessment of the sorts of firms which ocuppy industrial land and what their requirements may be in the future. Though conventional manufacturing is declining, there are a range of other occupiers, some of which have distinct land requirements. Warehousing/logistics, traditionally one of the cinderella sectors of the London economy, is particularly important in this respect. The study confirms the 50 ha pa benchmark for monitoring long term, net release of industrial land. This was proposed at the London Plan Examination in Public. The study also confirms that within this overall reduction in industrial stock there is likely to be demand for re-development of some 50 ha pa to meet changing industrial needs.

  • Office Policy Review 2004 August 2004
    Ensuring that there is enough capacity to accommodate office based activities is a key concern not just for London but for the country as a whole. The office market is highly cyclical so it is essential that it is monitored regularly and authoritatively to check that the policies of the London Plan are tightly focused on achieving the Mayor's objectives. One of the key components of this monitoring process is the independent, annual London Office Policy Review.

    Prepared by a consortium of office specialists led by London Property Research, the 2004 Review charts the relationship between office demand and supply to the end of 2003. It flags the emergence of 'green shoots' in the market. It relates market sentiment and take up of new and second hand space to availability of new and second hand space and the various elements of the development pipeline. It then goes on to assess the longer term issues facing the market, especially the prospects for that in the suburbs. It also covers 'off-shoring', civil service decentralisation, mixed use development, changes of use and changes in the way in which office space is utilised. This edition of the Review is specially designed to inform preparation of the Sub Regional Development Frameworks.

  • Planning School Proceedings August 2004
    A series of seminars was held in April 2004 as a 'planning school' to address issues raised by the London Plan. The Mayor's London Plan is not only the overarching framework for all his strategies but also a new form of plan for the country as a whole, and pioneers an approach which will ultimately be developed for other regions. The planning school examined legal, methodological and research issues of interest not just to town planners but all those concerned with infrastructure, environmental, economic, social and housing provision.

  • The London Thames Gateway Development and Investment Framework April 2004
    This document sets out our vision for sustainable communities in a revitalised London Thames Gateway, building on the policies described in the Mayor's London Plan and the Government's Sustainable Communities Action Plan. It is a joint publication of the Greater London Authority, the London Development Agency, Thames Gateway London Partnership, Transport for London, the Housing Corporation, English Partnerships and the NHS in London.

  • Sustainability appraisal of the final London Plan April 2004
    The Government Office for London requires that a sustainability appraisal of the London Plan is carried out by a team independent from the Spatial Development Strategy preparation process. Entec UK were commissioned by the GLA to undertake a sustainability appraisal as an iterative process during the development of the London Plan.

    The Guide sets out practical guidelines on the methodology and content of an Open Space Strategy within the London context. It provides advice on assessing the quantity and quality of open spaces and in identifying the needs of local communities and other users of open spaces.

  • Mixed Use Development and Affordable Housing study March 2004
    A research report for the GLA by London Residential Research and CB Richard Ellis. The report reviews the implementation of the draft London Plan policies to promote mixed use including the provision of affordable housing. The report includes specific case studies and also compares use values for different uses for a number of locations throughout London.

  • The London Plan - The Mayor's Spatial Development Strategy

    The London Plan is the first planning and development strategy for London in a generation, and provides a framework for managing London’s growing population.     There are fourteen new projects in the second phase of the Mayor's 100 Public Spaces programme, selected to ensure an even distribution of projects across London and that outer London is well represented. The projects are closely aligned with the investment programmes of both Transport for London and the London Development Agency and will seek to ensure that public space improvement is a central part of wider regeneration initiatives.

  • London Housing Capacity Methodology Study August 2003
    This report by ERM was commissioned by the GLA to advise on a potential methodology for the next London Housing Capacity Study. It aims to take account of the lessons learnt from the previous study, London's Housing Capacity, and puts forward proposals and a project plan which would lead to a revised annual target to be included in the first review of the London Plan in 2006. The Draft London Plan Examination in Public Panel's Report (Recommendation 4.4) recommends that the Mayor adopt a new target of 30,000 additional homes a year. The next London Housing Capacity Study will inform this discussion and work.

  • Mayor's Response to the Consultation Document 'The Future Development of Air Transport in the United Kingdom: South East' June 2003
    In July 2002 the Government published its South East and East of England Regional Air Services (SERAS) consultation document, alongside six parallel consultations for other regions. A second edition was published in February 2003 following the High Court ruling against the exclusion of Gatwick from the original consultation document. The Mayor has now published his response to the Government's consultation.

    This report, jointly commissioned by the GLA and the Government Office for London, reviews options for revising the current guidance in circular 6/98 in relation to the site thresholds at which planning obligations on affordable housing are triggered. The report considers the potential supply in London which could be generated by revised thresholds and considers the mechanisms for implementing any revised guidance.

    This is the GLA's first Annual Report for Trafalgar Square and Parliament Square Garden. It covers a two-year period from October 2000, when management responsibility for Trafalgar Square transferred to the GLA.     This study examines whether London has sufficient office buildings and development land for the fifteen year period of the London Plan. It assesses current and future office space requirements, then looks at how these may be met by existing buildings and future developments, considering whether all projects in the pipeline will reach completion, and whether they will be providing the right space in the right place. It also identifies major 'pre-application' sites that do not yet have planning permission and considers how they will contribute to London's future needs. The report, by Geoff Marsh and David Chippendale of London Property Research, was commissioned by the GLA with financial support from the Government Office for London.

  • Late-Night London: Planning and Managing the Late-Night Economy
    (SDS Technical Report 6) June 2002
    This report is an introductory study of late night London. It examines key issues which the Mayor faces in pursuing his vision 'to develop London as an exemplary sustainable World City'. The research identified factors that are leading many people to want more activities and services to be available later and later into the evening and night. It is the growth of late-night entertainment which is causing the most problems in London, and having the greatest impact on the public realm and on public services (such as transport and policing). There is however no single, simple solution. A number of issues need to be addressed if London's late-night economy is to achieve its full potential without causing excessive nuisance.

  • GLA Population and Household Forecasts: 2001 to 2016

    New research by the GLA reveals that households are forming at a slower rate in London than previously predicted and, despite a population surge, household growth in the capital will fall below previous government estimates. The GLA forecasts have been tested against other published figures, including the Survey of English Housing and council tax returns. Both also show a lower household formation rate than the Government's 1996-based projection. The new GLA forecasts will be used to inform housing poliicies in the Mayor's draft London Plan. The research was carried out by John Hollis, demographic consultant in the Data Management and Analysis Group of the GLA.

  • A Strategic Planning Framework for Community Strategies and Community Based Regeneration
    (SDS Technical Report 4) May 2002
    This report, the result of a study by consultants Llewelyn-Davies,was jointly researched and written by Martin Crookston and Ben Castell of Llewelyn-Davies, Marilyn Taylor of Marilyn Taylor Associates, and Lorraine Hart of Environment Trust Associates. It summarises London's history of planning policies designed to protect existing communities and neighbourhoods from the negative impacts of development or change, and gives examples of current practice where communities have been involved in the development process. It suggests that the London Plan will need to interact with a number of mechanisms introduced as part of the National Strategy for Neighbourhood Renewal, and concludes by putting forward a series of policy recommendations for the GLA.

  • Planning for London's Growth

    In developing the London Plan - the Mayor's Spatial Development Strategy - the projected growth of London's population is an important factor. This interim report looks London's past population growth, estimates future growth and establishes the priorities for managing this growth. The population has been growing rapidly in the last decade, with 600,000 more people moving in to London since 1989 - roughly equivalent to a city the size of Sheffield. It shows no sign of slowing, creating policy challenges in all areas from transport and the economy to housing and the environment.

  • Towards the London Plan May 2001
    The Mayor is responsible for producing a new strategic planning strategy for London — in law, this is called the Spatial Development Strategy, but the Mayor has decided to call it the London Plan. The London Plan will replace the current strategic planning guidance for London (RPG3) issued by the Secretary of State. Towards the London Plan sets out the Mayor's initial thoughts on a spatial development strategy for London.
