- Rubbish In - Resources Out: Design ideas
for waste facilities in London
The aim of this report is to confront traditional
preconceptions of waste and waste treatment. New waste treatment processes
are brought into the city and, through thoughtful design, find an appropriate
place on our streets, where waste is turned into energy for the benefit
of the community. Four design scenarios examine
different types of treatment technology, scale and location, and develop
an appropriate urban proposal for each.

This research aims to determine the range and content of enforcement
strategies currently in use by the London boroughs. It looks at different
areas of enforcement and the wide remit of activities that are used
to reduce enviro-crime and ultimately increase overall Borough cleanliness.
The results determine whether best practice guidance on preparing
and implementing enforcement strategies, as set out in the Mayor’s
Municipal Waste Management Strategy, is currently required.

2008
London Reuse and Recycling Centres play a central part in sustainable
resource and waste management. This guidance highlights those areas
that are particularly significant to London, such as location and
population considerations, cross-border usage and trade waste recycling.
It provides guidance on how improvements can be achieved and how
authorities can maximise the environmental benefits of their reuse
and recycling centres, complimenting existing recycling and reuse
services on offer. The toolkit is an Excel file which can be downloaded

This research addresses waste reduction the first step of the waste
hierarchy. It was commissioned by the GLA to help formulate policy
advice for the Mayor’s updated Municipal Waste Management Strategy
and contribute to the foundations for a London-wide awareness campaign
on waste reduction. The focus of this study has been to identify
initiatives, which householders and businesses can undertake that
are most effective in preventing waste, and to attempt to quantify

The London Energy and CO2 Emissions Inventory 2003 (LECI 2003) is an
annually updated database of related electronic files that hold geographically
referenced datasets of energy consumption and the resulting carbon dioxide
(CO2) emissions for the Greater London area in 2003. The LECI 2003 is compiled
and maintained by the Greater London Authority (GLA) as part of the delivery
of the London Mayor's Energy Strategy and the Climate Change Action Plan
(CCAP). The LECI 2003 User Guide provides clear and comprehensive information
on how to copy and use the LECI 2003.

Recycling Project
The aim of this project, from 2004 to 2006, was to increase recycling
in student halls of residence to help meet recycling targets, raising
awareness and encourage reuse. The project covered 22 London Boroughs,
24 universities and 185 halls of residence. It identified key stakeholders
and facilitated local networks to help develop partnership working
to drive the project forward. The project implemented sustainable
waste management practices among hall managers and students by
providing infrastructure and straightforward information for implementation.

The aim of improving Londoners' access to nature is promoted in
the Further Alterations to the London Plan, which state that boroughs
should identify deficiency areas and the opportunities for
addressing them. This Draft London Plan Implementation Report provides
non-statutory advice that demonstrates how this policy aim can be
achieved. It provides guidance on ways to improve access to nature and
lists priority opportunities to address areas of deficiency.

Plan sets out a path for London to tackle this challenge and to
deliver London's CO2 targets. The Plan's core message is that Londoners
do not have to reduce their standard of living for London to play
its part in tackling climate change, but we do all have to change
the way we live. We have to move from a high energy-use, wasteful
economic model to one that conserves energy and minimises waste.

The government's review of the National Air Quality Strategy asked
for feedback on potential additional national air quality policy measures.
The Mayor agrees that further measures are needed to improve air quality

to the Energy Review April 2006
The government's energy review asked for feedback on its progress in
cutting carbon dioxide emissions to 60% by 2050, with significant progress
by 2020, maintaining reliabilty of energy supplies, keeping energy
costs down and eradicating fuel poverty. The Mayor's response presents
evidence that in London this can best be achieved through a combination
of improved energy efficiency and a decentralised approach to energy
supply. Major reductions in carbon dioxide emissions could be achieved
without the need to build any new nuclear plant by generating electricity,
heat and cooling close to housing and workplaces with combined heat
and power plant and renewable energy and distributing this through community
heating and cooling networks.

In November 2005, the GLA, London Waste Action and the Government
Office for London commissioned Brook Lyndhurst to up-date their earlier
research undertaken in 2001 for the Resource Recovery Forum (RRF) on
Household Waste Behaviour in London. A new survey of 1,005 households
in London about their attitudes and behaviour relating to waste and
recycling was conducted to measure how much has changed since the original
RRF survey in 2001.

To enable a waste
strategy to be developed, information on waste composition is required.
However, many cities have areas that either have high proportions of
high rise housing or culturally diverse populations, but there is very
little data on how these factors might affect waste composition. Consequently
a project funded by EB Nationwide (shanks first fund), with third party
support from both the GLA and Bedfordshire
County Council was established to assess these factors.

The GLA is one of the key partners in the London Recycling Fund (LRF),
which was set up in March 2002 to administer London's core funding allocation
from the national Waste Minimisation and Recycling Fund. As such the GLA is
well placed to promote the dissemination of current recycling practice by
publishing the results of the projects funded through the London Recycling
Fund. The lessons learnt and success factors identified by these projects
should enable other authorities to develop efficient schemes.

Recycling Fund, which was established in early 2002 through a partnership
between the Mayor of London, the Association of London Government and

This research study was commissioned by London Renewables and carried
out by Brook Lyndhurst Ltd in association with MORI and Upstream.
It provides valuable information on Londoners' attitudes to renewable

energy in London, such as planners and developers. It also recommends

- Rethinking Rubbish in London: The Mayor's Municipal Waste Management
Strategy September 2003
We produce enough municipal waste in London to fill Canary Wharf tower
every eight days. Most of this waste is taken outside of London and
buried in landfill sites. This cannot continue and we must seek other
options. This strategy takes account of comments made during the consultation
period by the public and waste stakeholders.

- The London Low Emission Zone Feasibility Study Phase II July 2003
The Mayor, together with the Association of London Government, the
London boroughs, the Government, the Energy Saving Trust, and the National
Society of Clean Air, carried out a joint study on the feasibility of a
Low Emission Zone (LEZ) in London. . This study led to further work and
a manifesto commitment from the Mayor for a London LEZ. Phase I of the initial feasibility study was published in January 2002.

- The air quality impact of water-diesel emulsion
fuel (WDE) and selective catalytic reduction (SCR) technologies
July 2003
The detailed joint London Low Emission Zone (LEZ) feasibility study found that the air quality benefits from an LEZ would be less than previous studies had estimated, especially for nitrogen dioxide (NOx) concentrations. As the LEZ study came towards its end, the Mayor carried out two pieces of additional work. The first follows up one of the recommendations of the study for further work to include NOx abatement, through the use of selective catalytic reduction (SCR) as a retrofit to heavy vehicles (lorries, coaches and buses). The second is to build on TfL London Buses trial use of water diesel emulsion, and the impact of extending its use to all diesel vehicles in London. This paper should be read in conjunction with the joint LEZ feasibility study.

The environment and quality of life is a topic of great interest in
London, while house prices are a source of endless interest and speculation.
This report by GLA Economics brings these two topics together, taking
house prices as an indicator of how attractive different parts of London
are and examining if house prices are affected by the amount of open
green space in the local area.

This report provides a snapshot of London’s environmental quality, and covers everything from air pollution to allotments, and energy conservation to ecological footprints. Much of the report was compiled from new research but it has also, for the first time, drawn together existing data for the whole of London. The Mayor’s environmental strategies contain a host of initiatives to improve London’s environment. The Green Capital report will be used as a baseline for future monitoring, and the basis for assessing our success in future years.

change on London October 2002
This major study, commissioned by the London Climate Change Partnership,
examines the potential impacts on London of climate change over the
next 80 years. London faces a number of particular problems: as the
UK's economic powerhouse, the financial risks associated with climate
change-related disruption are serious; a significant proportion of
the city is on floodplains; and temperatures increases are exacerbated
by the dense urban environment, which means the inner city is always

The Mayor's Biodiversity Strategy is is the first regional biodiversity
strategy with a statutory basis. The document details the Mayor's
vision for protecting and conserving London's natural open spaces.
It seeks to ensure that there is no overall loss of wildlife habitats
in London, and that more open spaces are created and made accessible,
so that all Londoners are within walking distance of a quality natural
space. The strategy is an important first step in establishing a
Londonwide framework for maintaining London’s diversity of wildlife, and is part of an integrated
set of strategies to achieve sustainable economic growth and raise the
quality of life for London’s more than seven million residents.

This study on the potential for renewable energy in London has been
published jointly by the Mayor of London, the Government Office for
London and the ALG. It suggests that London will only manage to generate

- The London Low Emission Zone Feasibility Study
Phase I January 2002
The Mayor, together with the Association of London Government, the London
boroughs, the Government, the Energy Saving Trust, and the National
Society of Clean Air, is undertaking a joint study on the feasibility
of low emission zones in London. The comprehensive study will provide
information on implementation, operation, enforcement, air quality impact,
socio-economic impact, transport impact, public acceptability, costs,
benefits and funding of a London low emission zone. The study is split
into two phases; phase II was published in July 2003.
