1. Apologies for absence and Chair’s announcements

To receive any apologies for absence and any announcements from the Chair.

2. Declarations of interests

  1. Note the list of memberships of functional bodies and London Borough Councils, as set out in the table at Item 2;
  2. Note gifts and hospitality received by Members, as set out on the Authority’s gifts and hospitality register; and
  3. Declare any other personal or personal prejudicial interests in specific items listed on the agenda over and above those items listed in the table at Item 2 and including any interests arising from gifts or hospitality received since 12 September 2007 or, if elected after 12 September 2007, from the date of election to the London Assembly which are not at the time of this meeting reflected on the Authority’s register of gifts and hospitality.

3. Minutes

The Committee is recommended to:

  1. Confirm the minutes of the meeting of the Environment Committee held on 3 December 2009 to be signed by the Chair as a correct record of that meeting.
  2. Note the record of the London Climate Change Hearing on 26 November       2009.

4. Summary List of Actions and Action Taken Under Delegated Authority
Report of the Executive Director of Secretariat

The Committee is recommended to:

  1. Note the outstanding action arising from the meeting of the Committee on 3 December 2009; and
  2. Note the action taken under delegated authority to agree the summary report of the London Climate Change Hearing held on 26 November 2009.

5. The Mayor’s Draft Municipal Waste Management Strategy
Report of the Executive Director of Secretariat

The following people have been invited to attend the meeting:

  • Isabel Dedring, Mayor’s Advisor on the Environment
  • Andrew Richmond, Policy and Programmes Manager (Waste), GLA
  • Linda Crichton, ROTATE Manager, WRAP
  • Peter Jones, London Waste and Recycling Board
  • Stephen Didsbury, Head of Waste and Street Services, London Borough of Bexley

The Committee is recommended to discuss waste management in London with invited guests in order to prepare for its response to the Mayor’s draft Municipal Waste Management Strategy.

6. Heathrow Airport Expansion: the Environmental Conditions
Report of the Executive Director of Secretariat

The Committee is recommended to agree its draft report on the environmental conditions placed on further expansion at Heathrow airport – Flights of fancy: can an expanded Heathrow meet its environmental targets?

7. Proposal for a Briefing on the Mayor’s Proposals for an Airport in the Thames Estuary
Report of the Executive Director of Secretariat

The Committee is recommended to:

  1. Receive a briefing on the Mayor’s proposals for an airport in the Thames estuary at its meeting on 11 March; and
  2. Agree the terms of reference outlined at paragraph 6.1 of the report.

8. Environment Committee Work Programme 2009/10
Report of the Executive Director of Secretariat

The Committee is recommended to:

  1. Consider the Climate Change Mitigation and Energy Strategy at its meeting on 11 March; and
  2. Consider the proposed expansion at City Airport at its meeting on 10 June 2010 and London 2012 – Sustainable Games at its meeting on 15 July 2010.

9. Date of Next Meeting

The next scheduled meeting of the Committee is to be held on Thursday 11 March 2010 at 10.00 am.
